Welcome to NBPC Local 2554. We recognize that beginning a new assignment or transitioning into the El Centro Sector comes with challenges, and we wish you success as you move forward in your career.

NBPC Local 2554 serves as the exclusive representative for bargaining unit employees in the El Centro Sector. The Local’s role is to represent employee interests, provide information and assistance, and advocate for fair application of the Collective Bargaining Agreement, applicable laws, and agency policies.

Information and Support Available to Members

Membership provides access to Union resources and programs that may assist employees throughout their careers, including:

  • PORAC Legal Defense Fund (LDF) – Legal defense resources for qualifying critical incidents, subject to program terms

  • Legal Service Plan – Legal assistance related to certain administrative matters, subject to eligibility and plan provisions

  • Workplace Representation – Assistance with job-related issues, including discipline and grievances

  • Health and Safety Programs – Advocacy on workplace safety matters

  • OWCP Guidance – Assistance navigating the workers’ compensation process

  • EEO Information and Support – Guidance regarding discrimination-related processes

  • National Advocacy – Representation at the national level on issues affecting bargaining unit employees

  • Member Benefit Programs – Access to optional discounts and benefit offerings through affiliated organizations

Availability and scope of services are subject to applicable program rules, eligibility requirements, and governing agreements.

Common Misunderstandings

New employees sometimes receive incomplete or inaccurate information about their rights. The following points are provided for general awareness:

  • Trainee status does not eliminate employee rights.
    Trainees and probationary employees retain rights under applicable laws, policies, and negotiated agreements.

  • Employment actions are governed by established procedures.
    Decisions affecting employment status are subject to agency authority, due process requirements, and applicable rules.

  • Employees should not feel pressured to resign.

    If you are advised or encouraged to resign, you should seek guidance before taking any action.

Each situation is fact-specific, and employees are encouraged to seek information and representation when questions arise.
